Many environmental laws, guidelines and regulations for hazardous chemicals exist worldwide already, but they have only been partially successful in reaching governmental and corporate objectives. Furthermore, Mr. Choe dedicated two years as Managing Director at Daewoo in the area of Engine and Manual Transmission development. One of his crowning achievements, however, was in serving as Director and Program Manager for the Matiz (small world car) on its development from product concept to final production. He is a parts localization expert and has a strong knowledge of local content laws and regulations. Prior to joining PAC, Mr. Li was a Senior Engineer &amp; Advisor to Shanghai General Motors \' Purchasing Department. He was responsible for supplier development and localization strategy and implementation.Prior to this, he was Vice Manager for the Supply Division of Shanghai Volkswagen Automobile Company, where he was responsible for development and tracking of local content plans and execution strategy for major vehicle programs. He also served as Local Content Office Director and Senior Engineer for SVW. His early career with Shanghai Automotive Industry Corporation (SAIC) began with a Senior Project Engineer role, focusing on research in product development, design and testing. He was involved in design, pre-production and testing of the 3-wheel automotive, light-duty truck, Phoenix brand vehicle, Shanghai brand Sedan and other types of automotive and tractor programs. Through these programs, he gained substantial experience in powertrain parts. He continued to work for SAIC until 1978, when he became a key player in the Chinese government \'s Technical Acquisition office. There, he was responsible for negotiating with foreign automakers doing business in China; and was successful in winning a contract with Volkswagen. After 1984 he was responsible for the development of all Chinese suppliers and coordinated all relevant supplier joint ventures. Most recently, Mr. Li was appointed as Expert Advisor to the China Association of Automotive Manufacturing (CAAM) organization with respect to Chinese suppliers.
